I am working on a unique project that is going to be constructed on purpose-built FIXED and PERMANENT platforms in the sea, about 30 miles from the shoreline. The project is mainly hospitality and leisure (hotels and themed amusement parks). The project developer is aiming to have the project LEED certified.
Can the definition of MPR1 - "Must be in a permanent location on existing land" be applicable to such a project? The location IS permanent, the platforms do firmly sit on seabed (land?) not floating. Can a waiver be obtained for such a one-of-a-kind project?
Any thoughts would be appreciated!
