No, if the project doesn't include a habitable building it is not certifiable under LEED. The Minimum Program Requirements for each LEED system are listed on the Credits page. This MPR covers the building requirement.
You might want to look at GBCI's PEER certification--I don't know if addresses individual substations or just whole systems.
