Could the diverse uses (Restaurant, Cafe, Bank, Hair Care, Pharmacy etc.) that included inside the Terminal count at least as one type?

A Commercial Zone has been scheduled in a distance within a ½-mile (800-meter) walking distance from the Terminal and this is expected to be completed within 24 months by the date of the certificate. Could the diverse uses of the Commercial Zone count for the achievement of the LT Credit "Surrounding Density and Diverse Uses", Option2?
