Is it now acceptable for LEED v2009 projects to use the Version 1.1 test for products as an alternative to the CA01350 2004 version?
This is for a CI project pursuing this credit for ID.

Since Version 1.1 supersedes the 2004 version and is more rigorous, it should count.

I concur with Brent. I'm not sure if there is a formal interpretation. In practice, v1.1. has been around long enough that it would be difficult to find products tested to the 2004 version. Broadly, LEEDv4 incorporates v1.1 by reference and is allowed as in credit-for-credit substitutions http://www.usgbc.org/articles/use-v4-credits-your-v2009-project
