My subcontractor has submitted a Test Report showing the MDF has passed the following:
As per client’s request, evaluation of formaldehyde emission level according to Final Regulation Order - Airborne Toxic Control Measure to Reduce Formaldehyde Emissions from Composite Wood Product (CARB ATCM), title 17, California Code of Regulation, section 93120.2 (a) and Table 1.
and
As per client’s request, to determine formaldehyde emission with reference to the requirement stated in Formaldehyde Emission Standards for Composite Wood Product (TSCA Title VI),40 CFR Part 770.
The report does not state No Added Urea-Formaldehyde. But is it implied by passing these tests?

I don't think so. It's just stating formal. emissions comply with those 2 Stds.
but I did just read this & it may explain our very recent plywood purchase cost increase:
"Beginning June 1, 2018, composite wood products sold, supplied, offered for sale, manufactured, or imported in the United States are required to be labeled as CARB ATCM Phase II or TSCA Title VI compliant. "
