In relation to car park ventilation that will only operate in the event of high carbon monoxide i.e under normal circumstances will be off. How should this be modeled in accordance with ASHRAE 90.1 - 2007.

Thanks Marcus. This appears to be a tricky one. Its not easy for us to estimate with certainty the number for hours the garage fans will operate as this is based on contaminant levels in the space. There is many factors including volume and type of cars. In actual fact I think they will only run very seldom if ever as the car park is also open to outside. With this in mind I wonder if these fans should be included in the model at all ?

They need to be included. Estimate the hours with peaks and valleys as best you can and include a narrative justification for your schedule and the baseline if claiming savings. Make sure to use the same on/off schedule for the baseline too.
If you can demonstrate that they will never come on then you don't have to model them. This might be as much or more effort however.
