There is a school building which has 5 floors, the project owner wants to do indoor decoration for only F1-F3 and the other two floor(F4-F5) will not be furnished. Can this building apply for LEED for School?

In my opinion, for schools you will not be able to pursue LEED certification as it is one of the Minimum Program Requirements to include the building in its entirety. If you were to apply for LEED-CI then it would have been possible to certify part of the floor or multiple floors.
