Can Core and Shell point thresholds apply to New Construction projects with 50% unregulated energy cost in LEED v4?

Hi LEED experts, in LEED v4.1, NC projects with more than 50% unregulated energy cost can apply CS point thresholds to count points. I would like to ask if LEED v4 also applies the same rule. Thank you very much for your advice.

As far as I know that option is not available in v4.

I just checked the LEED Credit Library under Addenda for BD+C v4 EAp2 and EAc1. See LEED Interpretation #10493 at https://www.usgbc.org/leedaddenda/10493. It appears that this was added to BD+C v4 in 2019. I have used it on a manufacturing plant since then.
