I understand that a building attempting re-certification is awarded 10 points for their past certification. My question is can a building attempting re-certification using Version 4.1 also attempt additional credits that are not performance based. For example can a building earn an additional credit by earning the SSc3 Light Pollution Reduction credit after already being awarded 10 points for their previous certification? Same question for other credits that are not performance based.

They have a Recertification Guide available.

The normal scorecard is different. There are zero SS credits. Only 5 categories
- Energy
- Water
- Waste
- Transportation
- IEQ
All of these look performance based. It says LEED-Online will suggest credits to improve performance and best practices based on the LEED v4.1 O+M rating system.
Edit.
The more I'm looking for information on this the less I can find. There is a surprising lack of public information. Everything just refers back to LEED Online. I did see a FAQ that had this,
"Can we pursue credits that were denied in our previous EBOM project?
Yes, recertification is a great time to re-attempt credits that were denied in your previous EBOM certification. You can use a 3-month performance period for credits that were not previously earned (so either not attempted, or attempted and denied)."
But it seems to be performance based data.

Hi Frank,
My understanding is, no, you cannot pursue additional base points beyond the 10 which are automatically awarded for Recert projects. The total achievable points using Arc is 100, of which 10 are automatically awarded as Base Points and the remaining 90 are determined based on your performance in Arc for Energy, Water, Trasportation, Waste and Human Experience.
Hope this helps.
