We have a renovation project in downtown Pittsburgh and trying to complete documents to achieve LEED v4.1 ID+C rating system.
By just a look in the downtown Pittsburgh (which is a high dense area), it can be inferred that each of both paths of option 1 is qualified for this credit, but NO information for actual buildings' Floor Area and/or total number of dwelling unit counts within the 1/4 mile from project boundary are available (nor can be collected as it will a huge task!), hence, calculation cannot be made.
Is there anyway around, e.g. by submitting photos of the area and a narrative explaining the situation, to earn this credit?

Unfortunately, I don't believe submitting photos is an acceptable substitution for providing the building and site areas. As Pittsburgh provides several GIS maps on their website, I believe the information you need is available. I recommend contacting their GIS manager (listed on the last page of the User Guide) to request assistance.
