Hi to target this credit for a new project do you need an energy model to predict what 1% energy cost of is there an alternative approach ? We currently don't have an energy model for this project.

It depends on the method you are using for EAp2 compliance. If you are using Option 1 there you need to use the energy model to determine EAc2 compliance. If you are using Option 2 or 3 for EAp2 then you can use the CBECS method for EAc2.

In addition to my query below can we not use the excel calculator that is in the documentation toolkit under this credit above.

Yes international project can use the CBECS option.
I have never seen that calculator used in a LEED submission. Use the credit form to document this credit.
