My question is related to both the Protect or Restore Habitat and Open Space credits. In the past I have included the total area of any landscaping bed, not just the area of each plant themselves. So, as a result, I'm including square footage that will be mulch. Is this a correct method of calculating "vegetated area" for each of the credits listed above?

We've usually seen it done this way. Even though mulch might not be prime habitat it does provide pervious area and home for more than a few species of bugs and other key critters. You can also include tree canopy area as well, at the expected diameter after 10 years of growth.
