We are working on a police substation that houses two precincts with three shifts per precinct. Each shift will have a sergeant at the station (for the whole shift +/-) and the rest are in patrol cars for 6.5 hours of their 8 hour shift. Shift start times vary per precinct so my max occupancy is two full shifts, for one precinct, during shift change. Are the patrolmen best classified as transient users or part-time?

I would consider them part-time based on how those user groups affect SSc4.2 and WEp1/c3. Transients will be excluded from shower calcs for SSc4.2, and kitchen sink/shower uses in WEp1 (plus lower WC/urinal/lav uses). It would most likely be more accurate to treat the patrol officers as part-time staff who will use a shower, break room sink, etc while in the building.
