Will the reviewers accept a spreadsheet as a plumbing fixture schedule in lieu of the plans from the Construction Documents?

In LEED review comments I've been referred to the Water Use Reduction Additional Guidance document. I didn't know this was a required reference document.

Our project has entirely separated bathrooms for people with disabilities with flow and flush fixtures consumption different from the ones of the conventional bathjrooms. How can I estimate the population for this group? Is there a specific percentage or fraction from the total of buildings users one should adopt? Thanks

I have the same situation in one of my projects. We need to figure out an acceptable percentage of users for the accessible fixtures.
