Again, I personally have not documented this credit before and am not certain. But take a look at LI #3131 and 6012. It looks like it is acceptable to take into consideration future planned developments. In your case, the buildings are underway, so I’d imagine they can be counted. Note that these are for LEED NC v2, but I think the same logic applies here too. Hope that helps a little.
