Building Planning/Codes for Lower Carbon Footprints

I have a colleague researching existing, proposed, or anticipated changes to urban planning and building codes that encourage lower carbon footprints.

Can anyone comment on or point me to resources on how cities are using carbon footprint analysis and carbon reduction in permitting, now or in the future?

Some specific topics that have come up related to this question are the treatment of existing buildings vs. new construction, carbon intensity or total carbon requirements, and how developments in the U.S. match up with other countries.

Any input would be much appreciated.

NYC implemented 80 x 50 to cut GHG emissions 80% by the year 2050. In their Green New Deal buildings will be given grades based on their energy efficiency. Most major cities have climate action plans or resiliency plans that address GHG emissions and carbon.
