Would changing the structural materials from Steel to concrete or the other way count in LCA, given that both options have valid structural designs?

Hello, I think there should be no problem as far as you kept the thermal properties of both building envelopes the same; otherwise, you will save emissions in materials and will end up spending more energy (and emissions) during the operation/use stage.
