CI-v4 EAc2:Optimize energy performance

Building Envelope: does this requirement apply only for new envelope, or for existing also?

We are working on a CI v4 project, that is three stories high. Client is looking into replacing some of the exterior windows. Not all windows would be in the scope of work. Our team needs an interpretation to guide our client.

Are requirements for u-values/SHGC and requirement for sensors for operable windows applied to all windows to obtain these points?

Or is it posible to get the points by meeting the requirements for windows within the scope of work?

CI projects are only required to meet the requirements associated with the project's scope of work.
