I have a new buidling that is in total 9 stories (ground floor + 8 floors). The ground floor is a retail and the 8 stores are residential. Can this building be certified under LEED BD C v4, or does it need LEED Ap Homes?

Yes, it is considered mixed use (although the retail may be a small portion of the building area).

Do you know if this building ( is in total 9 stories (ground floor + 8 floors). The ground floor is a retail and the 8 stores are residential) that will be certified under LEED BD C v4 needs a green rater for Homes?

Projects pursuing certification under LEED v4 BD+C: New Construction do not require a Green Rater.
Check the rating system selection guidance here:

From 4 stories and above a residential buidling can be certified under LEED BD New Construction.
