I am currently developing a performance monitoring plan for the Bird Collision Deterrence Pilot Credit and have a couple of questions:
- The credit requirements states "List potential design solutions and provide a process for voluntary corrective action." Do we need to assume bird collisions will be an issue and come up with design solutions preemptively? Or are we providing measures within the plan for the monitor to come up with and document potential solutions that arise in the field?
- Do we need to provide any documentation or proof of this monitoring plan being adopted by the building owner?

We implemented this for a simple manufacturing facility which had limited daylight glazing. I provided a description with photos, drawings of the building facade design and how it was selected to deter bird collisions--opaque and glazed surfaces. Since all of our facade materials had a factor of 15 or less, we did not need to do the calculation.
In the Monitoring Plan I am including a brief description of the building facade that was designed to deter collisions. I also indicate that annually the bird strike monitoring records should be reviewed for trends and to evaluate the data for causes. Then the owner may want to involve a local wildlife custodian (or ABC) in a plan to reduce the causes of bird strikes. This project has not yet been submitted for review.
