Beneficial Soil Reuse Credits

I read through https://www.usgbc.org/credits/schools-new-construction/v4-draft/ssc2?view=language and have a few questions:

1. Is this only applicable to schools or condos as well?
2. If a site generates excess soil, would they receive LEED credits if the excess soil is transported to a reuse site instead of a landfill?
