Dear fellows, 

I have submitted a project and selected BD+C: New Construction and Major Renovation rating system but I got reply from LEED reviewr that this might not be the case as the project owner will only build the project ans there will be a tenants for th building. 

In my case the owner will build not just the core and shell but also the interior lighting and false ceiling and heating system so the tenants might buildg the Internal walls and Partitions and select the floor finishing (this will be under the owner requirements to fulfill the local acoustic requirements) so the BD+C: New Construction and Major Renovation rating system might also fit in my case I think. 
my question is should I really consider it under  BD+C: Core and Shell Development rating system? 
what is the benefits for Core and Shell rating system and isn't it better to certify the project as BD+C: New Construction and Major Renovation  because that shows the Quality of the whole building including Interior spaces but not only Core and Shell?
