we are modeling an eQUEST model for LEED.
The designed building is a scyscraper building with FC systems for office use.
For the Baseline model we selected a VAV system with Reheat.
We are wondering how to model baseline systems in the basement of the building when they serve rooms that are just heated or semi heated.
The designed building has archives, corridors and staircases at the basement of the building.
This rooms are designed semi heated only with CAV (61°F) supplemented with radiators.
Should we use the systems in the basement identical for baseline- and proposed model or should we use a different system for the baseline model ?
If the systems are not identical what system should we define for the baseline model ?
The same system as for the offices above ground ?

First be certain that the spaces qualify as semi-heated. See the 90.1 definitions for "space". This definition does not have anything to do with the set-point temperature in the space.
If it is semi-heated you do not have to include a cooling system. If semi-heated model the same system as the proposed in those spaces.
If it is not semi-heated then the baseline should be the VAV system with reheat and include a cooling system in both the proposed and baseline. You can set the temperature in the space within the models so that the cooling system never turns on. Make sure the temperture setting is the same in both models.
