For the baseline model can I please confirm the following; Design Cooling SAT: According to ASHRAE 90.1 G3.1.2.8 should the supply temperture be 11 deg C less than room temp. Is this correct ? Is the any guidance on what should be used for heat / coil off coil temps What is the supply fan min flow that should be used for baseline

Correct. No guidance on the heating side for most systems. Exception is a system 9 or 10, heating only system. It depends on the baseline system. See sections G3.1.2.8, G3.1.3.13, and G3.1.3.14 for requirements that affect the supply minimum flow.
