I’m modeling a typical office building which operates 5 days/40 hours per week. In order to comply with G.3.1.2.4, I broken out the fan power from system EER. it’s mandatory to cycle the fan during unoccupied hours (night/weekends)? I’m not clear with G.3.1.2.4 interpretation. Any help appreciated.

For certain systems the fan power needs to be broken out from the efficiency. This typically applies to units where the fan cycles with the call for heating/cooling. See G3.1.2.1. Some software does this automatically and some does not. There is an example in the User's Manual.
It is mandatory to cycle the fans during unoccupied hours.
