Baseline case: No Baseboard Radiators?

I'm looking for where the Appendix G incorporates Radiators or other heating types like radiant floor in the baseline model, but can't find it. Does this mean that the baseline brings all the heating with the ventilation system? That will result in CRAZY big air change rates. Is this correct? Or is it that if a secondary heating source is in the design case, it must also be in the baseline case?

The baseline systems are defined in Appendix G Tables G3.1.1. None of those systm types would have radiators or radiant floors so they would not be in the baseline system. Quite often the baseline system is completely different than one which has been designed.

Wow! Is this or was this common practise in the USA? To bring all the heating and/or cooling with the air system?
