base and subbase materials

Road embankment and roadbed must be counted as base and subbase materials? Or only foundation slab and screed? Thank you Strategie

We are constructing streets, green areas, bicycle path and pedestrian path, they are all part of a ND development. We need to construct road embankment because final street level is higher from the actual soil level. We intend to use excavated on-site soil to realize road embankment. We need to know if road embankment must be accounted for GIBc15 calculation.
