I couldn't find any language specific to a balcony in the text or in others' questions. It may depend on what you're calling the balcony/terrace. If it's similar to what a hotel or residential building would have for individual tenants, as in small patios, I'd say no. If it's more of a larger area that's accessible to all occupants, and has installed vegetation systems like would be used on a green roof, then I would probably count them. If it's just individual plants in pots, I don't think that would contribute.
