In Section 9. Lighting Requirements (ASRAE 90.1-2007) on page 141 of the reference guide, in the third paragraph it states that Section 9.4 describes the mandatory provisions for controls, including automatic lighting shutoff. Then in goes on to mention about the requirements for bldgs over 5,000 sqft must have automatic control device to shut off all lighting in the building. This seems to be inconsistent with the rest of the credit which says you only have to address that which is in your scope. Usually in a CI situation, the whole building is not in the scope. Has anyone had experience with this in a review or anything? Could this be a typo? I checked the Addenda and didn't see it referenced there.

It's important to keep in mind that LEED uses ASHRAE as a reference work, but can and does modify certain sections to only apply to itself. In this case, you're absolutely correct in how ASHRAE is worded, however, you only must comply with the parts of the standard that are within your scope. Therefore, you should have automatic shut off controls on all lights within your buildout. The rest of the building is outside of your scope and therefore does not need to comply with 90.1-2007.
