I have a project that has a shop areas where building occupants will be working. It is very important that the light not turn off automatically when they are working. Can this credit be achieved without providing automatic controls?

Yes, automatic controls are not required as part of the credit. In fact they are a bit counter to the credit intent even though most teams utilize them for other reasons like increasing energy efficiency. The main goal here is that the lighting is tailored to the occupant's needs. If building occupants need lights on that is perfectly fine. If they leave though or want the light dimmed or turned up or something like that you'll want to provide those controls too. If it's a large working space and only part of the space is sometimes occupied then you'll want to account for that and allow those lights to get turned off manually or automatically.
