ASHRAE 90.1 Mandatory provisions within the LEED ND boundary

I have two situations: The first, a “LEED ND boundary” comprising many buildings, sidewalks and public parks. The second, a “project building boundary”, including only the building property area and excluding the sidewalks and parks. Please correct me if I am wrong, but I understand that to comply with GIBp2 requirements, the project building itself (even if it is not going to be certified under any LEED Rating System, such as CS or NC) must comply with ASHRAE 90.1 Mandatory Provisions. Thus, the same rule is applied to its exterior lighted areas (in the “project building boundary”), such as landscaped areas and walkways. The question is: Must the exceeding area (out of “project building boundary” but in the “LEED ND boundary”), including sidewalks and parks, comply with the ASHRAE 90.1 mandatory provisions? For example: Is it necessary to provide automatic lighting shutoff or lighting control (which are mandatory) for sidewalks lighting system within the LEED ND boundary? Also, I understand if I have a public park inside the “project building boundary” I do have to comply with this mandatory provisions, making it very difficult to achieve the lighting requirement, in this case.

Hi Karyn, GIBp2 is about the buildings in the ND project. Therefore, you're applying 90.1 on a building by building basis. 90.1 governs the exterior area around a building and associated with the building project - for example, walkways leading up to the front door or landscape lighting. These grounds associated with a building need to meet the 90.1 requirements. You do not need to apply 90.1 beyond individual building boundaries into public streets and parks. Meghan
