If EPAct 1992 does not reference 50Hz electrical motors, these don't need to comply with 10.4 minimum efficiencies? Thanks in advance.

Section 10.4.1 clearly states that "Motors that are not included in the scope of the Energy Policy Act of 1992 have no performance requirements in this section." So based on that and your read of EPAct 1992 I'd say they do not need to comply.
