Can you please check my logic and confirm if submetering is required on all LEED v4.1 BD+C projects?
All LEED V4.1 BD+C projects are requied to meet the minimum requirements for ASHRAE 90.1-2016. ASHRAE 90.1-2016 Appendix G section G1.2.1a lists mandatory provisions which must be met in order to comply with ASHRAE 90.1 - 2016 even if an energy model is used for compliance. One of these mandary provisions is section 8.4.3.1, which essentially requries submetering for HVAC systems, interior lighting, exterior lighting, and receptacle circuits.
I just want to make certain, as I am expecting pushback when mentioning this to clients. Thanks!

Electrical submetering is required as it is a mandatory provision. The question is will GBCI enforse this requirement as a part of the energy modeling protocol? Unlike many other mandatory provisions this one has no modelable effect on energy use so perhaps they will not enforse it. Sounds like a question for GBCI.
