I second this question! Can parking lots be considered pedestrian oriented? The only statement making me think it's NOT is in the reference guide it states Step 3. Program Site to 2nd bullet "Design compact parking and road footprint layout to preserve open land..."

Hello,
Parking lots and associated roadways are vehicular-oriented, and do not count as part of the qualifying open space.
Pedestrian-oriented hardscape would be sidewalks, courtyards, areas with pavers (that are not for cars) and so on. The contributing spaces must meet the criteria listed in the Requirements section on pg 177 of the Reference Guide.
The Reference Guide suggests making parking and roadways compact in order to minimize the vehicular areas and have a more pedestrian-friendly outside environment.
