The floodplain requirement is only triggered for land that is not previously developed, so if your site was historically developed it would meet option 1 and none of the additional items under option 2 would apply.
If it's undeveloped land...I would think the floodplain compliance is still required. The flood map is just a tool that tells you the risk, which existed prior to the map being made, and the intent is to avoid high-risk land.

Hi Lawrence,
If the entire site has been previously developed, then the project has met the requirements of Option 1, and no further action is necessary, as stated in the LEED BD+C v4 guide, page 65, step 2.
