Tatjana, It is still possible as long as the local codes are as stringent as the EPA’s Construction General Permit (CGP). We have had a number of projects in the US that were in a similar situation but local code was as stringent as the EPA code, so we were good to go. There is a link to the CGP in the Resources section of this credit page. Look into that and see if you are meeting those standards. If you are, then your project is good to go and you will want to make sure that the plan includes prevention of topsoil loss, sedimentation in receiving streams, and air pollution by particulate matter (as required by LEED). If your local code is not as stringent as the EPA’s then you project may not be able to be certified, as this is a prerequisite.
