Applicability of Rainwater Management Credit – Direct Discharge to Natural Stream

We are seeking clarification on the applicability of the Rainwater Management credit based on our current stormwater strategy.

The project is located within a valley basin identified as a wadi (seasonal river), surrounded by rocky escarpments and hills that naturally direct stormwater flows toward the site during seasonal storm events. Observations and satellite imagery confirm the presence of natural water flow paths through the project area.

stormwater runoff is directed through lined swales (grouted riprap/concrete) that function as open channels. These swales convey water without infiltration or storage and discharge directly off-site into a natural stream located adjacent to the project boundary.

Given this approach:

  • No on-site infiltration, retention, or attenuation is provided
  • Stormwater is conveyed and discharged off-site in a controlled manner

Could you please advise whether this strategy can be considered compliant with the intent of the Rainwater Management credit, particularly in the context of a site located within a natural drainage path (wadi)?
