We are looking to do this in-house, we can document the study and record the findings. but as part of this credit do i need to show i performed the Level I first?

The Level II builds upon the Level I. It may be possible to perform a Level II analysis without a full Level I audit. However I think that after completing the Level II you will find that parts of the Level I have been completed.
Additionally, the referenced standard that outlines the energy audit process provides the following note:
"There are not sharp boundaries between these levels. They are general categories for identifying the type of information that can be expected and an indication of the level of confidence in the results. It is possible that while performing an energy analysis in a particular building, various measures may be subject to different levels of analysis."
