Alternative requirements for buildings with high non-regulated loads

We are working on a Manufacturing Project in Vietnam with very high non-regulated loads (around 75% of the total energy consumption). For LEED v2009 there is a LEED Interpretation (https://www.usgbc.org/content/li-10397) which offers an alternative calculation for buildings with >60% of total proposed energy consumption coming from non-regulated loads to encourage these types of project to pursue the credit. 

Does anyone have experience with using a LEED Interpretation from v2009 for a v4 project? Would it be advisable to seek a new interpretation for LEED v4?

This issue is not addressed in the Reference Guide. Typically those interpretations that still apply would be included in the Reference Guide so I am thinking that this issue was either overlooked or purposefully excluded. A new interpretation would be the best way to find out for sure.

Tim, Did you every find an answer to your question about process load and EAc5 calculations in LEED v4?  I have the same situation and still only see the guidance relative to 2009.  Thank you very much.  Best - Candice
