what the word clearings mean in the allowed minor improvement section for water bodies and wetlands ?

The term "Clearings" refers to any removal of trees, rocks, brush, or other vegetation within the limits of the "minor improvement" area allowable to grant accessibility to the water body/wetland in question. It may also mean minor alterations to the landscape/topography.
