Kaushaveer, agricultural land use does not qualify as previously developed land per the "previously developed" definition in the Getting Started chapter of the v4 Reference Guide: "...landscapes altered by current or historical clearing or filling, agricultural or forestry use, or preserved natural area use are considered undeveloped land."
