You are allowed to do so. Make sure to explain why you needed to make the change. Also note that the likelihood of the reviewer finding more issues in the final submission will increase significantly because you switched to another software. Essentially everything you will be submitted will be new and subject to the same level of comprehensive scrutiny as the original submission.
