Based on the language in SCAQMD 1113 (June 3, 2011) and CARB 2007 SCM for Architectural Coatings, aerosol paints/coatings (i.e. spray paint) are specifically excluded from VOC limit requirements.
Based on this, it is assumed that these products are are exempt from meeting LEED v4 VOC requirements, however, does this mean that they are also exempt from meeting the Emissions testing requirement?
Any insight would be appreciated.

Great question! Since both reference standards explicitly exclude the product type, we infer that it's not considered a paint or coating for LEED purposes, so wouldn't include it in the credit.
