Adhesive for raised floors

I have a problem with qualifying an adhesive for raised floors systems and finding the appropriate VOC limit. The adhesive is used to stabilize pedestals to concrete slab. Can it be Contact Adhesive with 80g/L VOC limit?

Are those pedestals made of metal? If so, I think it could be "special purpose contact adhesive" with limit 250g/L as per SCAQMD Rule 1168 definition: "SPECIAL PURPOSE CONTACT ADHESIVE is a contact adhesive that is used to bond all of the following substrates to any surface: melamine covered board, metal, unsupported vinyl, Teflon, ultra-high molecular weight polyethylene, rubber and wood veneer 1/16 inch or less in thickness." Yes, pedestals are made of metal. Thank you for your advice, sounds appropriate.
