Our project is the major renovation of an existing building. We have added 2 new floors on the top.
1. Because of the top two new floors, does the baseline building need to be rotated as a whole? Or can we use the existing orientation for our baseline model (including 2 new floors)?
2. Does this mean that the existing floor to be renovated will use the pre-renovated envelope for the baseline but the top two new floors will use ASHRAE section 5 as a baseline? Am I correct?

1. You do not need to rotate a building that is more than 50% existing.
2. Yes you are correct.

For the glazing area, both existing and additional floor need to follow 40% of window-to-wall ratio (not the pre renovated condition). Am I right?

what about 'lighting' and 'HVAC', in a similar situation? what's to be the baseline - existing lighting and HVAC for the existing portions and ASHRAE 90.1 baseline for the new additions? is there a CIR or official direction (paper) on modeling protocol for these types of projects (that include renovation to existing building plus additions) or is the determination made on a project by project basis? plus the scale for EAc1 points would be off the 'Existing Building Renovations' column, correct?

Only somewhat similar.
If you have existing lighting or HVAC that will remain unchanged they are modeled identically in both models.
If you modify the lighting or HVAC systems then the baseline in the 90.1 baseline.
If you have a 100% existing building then yes you use that column.
