Adding PV to a project AFTER Energy efficiency prelim has been accepted in Design Review

Hi, 

Our project is designed to be net 0 but will not have the funds allotted to build the PV until either very late in the construction process or even after. Therefore, we can't access the extra performance efficiency before construction but we still want to nail down the accepted % of efficiency early, so we know the minimum amount of credits we can anticipate for EAc2.

So our plan is to submit EAp2 in design review but wait for EAc2 until we submit for construction review. IF we get lucky and the PV gets installed (and Cxed) in time, how do we get the prerequisite re-opened and updated?

Is there a reason as to why you want to submit EAp2 during design review other than it is a "design" credit if you are waiting on EAc2?  If EAc2 is going to wait until construction review, I would suggest waiting on EAp2 as well.  I have had projects that have had to reopen credits due to changes triggered in associated credits and don't recall having an issue, however, if a particular credit has already gone through all reviews and the changes triggered causes non-compliance or additional questions from the reviewer, it is likely that the credit will just be denied, requiring an appeal to rectify it.  Based upon what you have indicated with your project and the potential inclusion of PV, I would suggest waiting on both EAp2 and EAc2 since they go hand-in-hand and submitting them together during the construction phase.
