That is a good question that is asked a lot. My guess would be that you would want to aim somewhere in between the two. The prerequisite addresses Reverberation Time and HVAC Background Noise, where the credit also addresses Sound Transmission from adjacent spaces. I would aim for addressing all three areas but would not necessarily hit the credit requirements.
