Achievable point in the case of a non-target criteria

Hi, 

I have a question about point calculation for a Core & Shell certification on LEED v4.

For my LEED profil, in the "land and transportation" rubric,  i did not targeted the criteria "high priority site".

1/ How are calculated the points in this rubric ?

2/ is the maximum score is 17 instead of 20 ? (since the 3 points of "high priority site" can't be reached).

3/ If the answer of question 2 is yes, does it change the calculation of the global note needed to reach the different levels, since the maximum of point is changed ?
