Access to Const credits while under Design Review?

In this updated format of LEED v3, can you access and upload information into Construction credits while a Design review is going on? Maybe I never noticed or just misunderstood the old format of LEED v3 - I thought people were "shut out" of the project while a review was going on. It seems like you CAN access the Construction credits during a review now, but I am not positive nor do I want to mess anything up on a project that is mid-review.
