Above ground storage tanks

A project I am working on had (QTY: 27) above ground storage tanks removed from the site. This work was overseen by a 3rd party consultant, permitted by the local AHJ, and registered with the DEP. No soil testing was performed since all the tanks were above ground. No ESAs were performed. I want to use the closure report to document Option 3 for brownfield remediation. Has anyone successfully done this before?

To be eligible for Option 3 - Brownfield Remediation, there has to some level of soil or ground water contamination in the site. EPA Phase I and Phase II Enviornmental Site Assessments or local equivalent assessments should be performed. Typically, soil, soil vapor, ground water and/or structural materials are tested. Without having proper testing done, its unsure if site is contaminated. This may not qualify for brownfield remediation.
